Speaker Bios:
James Malley, S.E. – James O. Malley, S.E., is a Senior Principal with Degenkolb Engineers. He received both his B.S. and M.Eng. degrees from the University of California at Berkeley. Mr. Malley has over 40 years of experience in the seismic design, evaluation, and rehabilitation of building structures, and is involved in the peer review of numerous innovative tall building projects. He was responsible for the analytical and testing investigations performed as part of the SAC Steel Project in response to the Northridge earthquake damage. Mr. Malley is Chair of the AlSC Specifications Committee and the Past-Chair of the AISC Seismic subcommittee. Jim has served as a member of the Board of Directors and as President of SEAONC (2000-2001), SEAOC (2003-2004), and NCSEA, (2010-2011). Mr. Malley was also a member of the Board of Directors and Vice President of EERI and was co-Chair of the lINCEE in 2018. In 2020, He served President of the Board of Directors of the Applied Technology Council. Mr. Malley was elected to the National Academy of Engineering in 2021 for his contributions to the advancement of seismic design.
Chelsea Drenick, S.E. – Chelsea is a Regional Director with WoodWorks and a licensed Structural Engineer in the State of California. In her role, she provides free one-on-one project support for the code-compliant design, engineering, and construction of non-residential and multi-family wood buildings across Northern California, Utah, and Nevada. Chelsea earned her Bachelor of Science in Engineering from Harvey Mudd College and her Master of Science in Civil Engineering from Stanford University. Before joining WoodWorks, she spent nine years in structural design consulting, where she gained extensive experience in building design and project delivery. Passionate about sustainability, Chelsea advocates for the use of wood as a building material to help reduce the embodied carbon emissions of structures. Through her work, she combines technical expertise with a commitment to advancing lower-carbon, high-performance building solutions
Diane Gould. S.E. – Diane Gould is the Principal Structural Engineer for the California Division of the State Architect (DSA), a role she has held since 2021. She has been with DSA since 2016 and currently leads the DSA Headquarters Structural Codes and Standards Unit. In this capacity, she plans, organizes, and directs the creation and updating of new and existing regulations and amendments to Title 24 of the California Code of Regulations. Her unit is also responsible for the development and maintenance of DSA publications, policies, procedures, and training in support of DSA’s structural plan review and field oversight programs. Her work ensures safe construction for the protection of life and property in accordance with the California Education Code (Field Act) and the Health and Safety Code (Essential Services Building Seismic Safety Act). Before joining DSA, she worked as a Senior Structural Engineer for DGS Real Estate Services Division – Project Services Branch (RESD-PSB) and was a Senior Associate at Buehler & Buehler (now Buehler). Diane is a past president of the Structural Engineers Association of Central California (SEAOCC). Diane is currently an associate member of the ASCE 7-28 Seismic Subcommittee. She earned her Bachelor’s degree in Civil Engineering from the University of California, Davis.
Emily Guglielmo, S.E. – Emily Guglielmo earned her Bachelor's Degree in Civil Engineering from UCLA, and her Master's Degree in Structural Engineering from UC Berkeley. She has nearly two decades of structural engineering experience, all with Martin/Martin, Inc. She began her career in their Denver, CO area office, and is currently a Principal with the firm, managing their San Francisco Bay Area office. She has lectured on building code provisions across the nation and is the Vice Chair of the ASCE 7-22 Seismic Subcommittee. A licensed PE, SE, and CE, Emily has received a number of awards, including SEI Fellow and the Susan M. Frey NCSEA Educator Award, for effective instruction for practicing structural engineers.
Kurt Siggard – Kurt Siggard is the Executive Director of the Concrete Masonry Association of California and Nevada (CMACN), a role he has held since 2006. In addition, he serves as Trustee and Treasurer of the CMACN Education and Research Foundation, where he helps guide investments in research, education, and industry advancement. Kurt’s career in construction and engineering spans several decades, with leadership experience across both the private sector and higher education. He also dedicated a decade to teaching as an Associate Professor with the Los Rios Community College District, sharing his expertise with the next generation of engineers and builders. He earned his Bachelor of Science degree in Design Engineering from Brigham Young University.
Roy Lobo, Ph.D., S.E., FSEAOC – Dr. Roy Lobo is the Principal Structural Engineer with the Department of Healthcare Access and Information and has been with HCAI/OSHPD for over twenty years. He heads the Structural Services Section and is responsible for promulgating all necessary structural amendments to the California Building Standards Code to align with the mandates of the California Seismic Safety Act for Hospital Facilities. He is an active member of the structural engineering community with memberships in professional organizations such as the Structural Engineers Association of Central California (SEAOCC) and the American Society of Civil Engineers (ASCE). He is the Structural Standards chair for SEAOC and was chair of the SEAOC Seismology and Existing Buildings Committees. Roy is also a voting member of the ASCE 7-28 main committee, and seismic subcommittee and on various Issue Teams or Task Subcommittees of the 2026 BSSC PUC.
Hussain Bhatia, Ph.D., S.E., – Hussain Bhatia, Ph.D., S.E, is the Supervisor for the Coastal Region for the Department of Health Care Access and Information (formerly known as OSHPD) and serves as the Incident Commander for the Emergency Operation Center for the department. Mr. Hussain Bhatia has 28 years of experience in structural engineering and design. He has been involved in design, analysis and review of new and existing hospital, school and commercial buildings. He has taught courses related to structural engineering in University of California, Irvine, University of California, Los Angeles, and California State University in Sacramento. He actively participates in many code committees for ASCE 7 and NEHRP, and professional organizations such as SEAOC, ASCE and EERI. He was a voting member of the ASCE 7-22 Main Committee and Seismic Subcommittee.
